This report provides structural proposals to end the school-to-prison pipeline in the Los Angeles Unified School District (LAUSD) and to build a national movement to stop the mass incarceration of Black and Latino Communities. It analyzes the LAUSD and the Los Angles School Police Department's (LASPD) citation and arrest patterns for the school years of 2011-2013 through the lens of race, gender, age, and neighborhood impacts.
Black students were almost 6 times as likely as a white student to be ticketed by the LA School Police. They were also 29 times more likely than white students to be ticketed for Disturbing the Peace (often issued for school fights or perceived defiance).
Amending the Daytime Curfew has caused the number of LASPD truancy tickets issued to drop from 3,341 in the 2009-10 school year to 209 in the 2012-3 school year.
The racialization of tickets and arrests has worsened from 2010 to 2013. Black students were 5.8 times more likely than White students to be given a citation in the 2012-13 school year, compared to 3.8 times more likely in the 2010-11 school year.
In the past, skipping class, smoking, drinking, writing on desks or walls, and school fights were handled by schools without criminalizing youth. Now, due to budget cuts and supportive school personnel positions cuts, many schools have defaulted to using school police as disciplinarians. The LASPD has a $52 million annual budget.
